I am writing to express my strong SUPPORT for AB 1458, a crucial piece of legislation that aims to expand health care options for pet owners in California by improving access to qualified and licensed animal physical therapists.
California is currently facing a pressing issue regarding limited access to animal care services. The shortage of veterinarians and registered veterinary technicians, especially those with specialized training in physical rehabilitation, has created significant challenges for pet owners seeking essential care for their animal companions. Many pet parents are forced to endure long waits and travel long distances to access qualified rehabilitation practitioners. AB 1458 presents a clear and effective solution to address this access gap.
This bill enables veterinarians to refer their animal patients to licensed physical therapists who have completed advanced training in animal physical therapy. Such referrals will only be made after a thorough medical examination by the veterinarian, ensuring that physical therapy is a suitable treatment option. Additionally, the level of supervision required for the authorized animal physical therapist will be determined by the veterinarian to ensure the safety and well-being of the animals throughout their treatment plan.
To enhance access to these qualified practitioners, licensed physical therapists specializing in animal rehabilitation should be permitted to practice on their own premises. Sign in. You will need to register for an account, but it is very simple and straight-forward. If you have submitted a letter to the portal in the past, then just sign into your previous account.

- Under "Activity" click "Submit a letter"
- Go to the Submit a Letter page
- Enter Measure Type AB, Measure Number 1458
- Session Type: Regular
- Select a Committee: Assembly Business and Professions Committee
- (If prompted, select Author staff: Colin Hawley)
- Select your stance: Click on "SUPPORT"
- At this point you can write something in the comment box if you'd like and hit "Submit" and be done!
- Click the box "Submit a letter instead"
- It will ask "Do you wish to represent an organization". Answer: NO
- Upload the letter file by clicking the “Choose File” button
- Click the “Next=>Review Submission” button
- Review the information
- Check the I’m not a robot and verify the images
- Click “Submit Position Letter” button.
